O objetivo é fornecer aos formuladores de políticas e acadêmicos uma estrutura abrangente para abordar esses problemas espinhosos em suas várias capacidades. Para alcançar este objetivo, este artigo concentra sua atenção em uma estrutura analítica geral, que será aplicada a um subconjunto específico da discussão geral. O quadro analítico reduzirá a discussão a duas dimensões, cada uma das quais abordando dois elementos centrais. Esses quatro fatores exigem uma discussão distinta, que às vezes é ausente na literatura existente. As duas dimensões são (1) os problemas específicos e novos que o processo supostamente gera e (2) os atributos específicos que os exacerbam. Este artigo fornece uma análise documental de Demos, do Fundo Nacional para Ciência, Tecnologia e Artes e da Unidade de Inovação como organizações intermediárias na reforma do setor público, explorando sua promoção de modos de governança digital e sua mobilização de novas tecnologias de software como modelos para novas tipos de práticas de governo. Essas organizações intermediárias estão gerando um modelo de conhecer os serviços públicos que opera por meio da coleta e análise de big data, consistindo em informações pessoais e dados comportamentais de usuários em serviços individuais, para co-produzir serviços personalizados. Seu objetivo é um novo estilo de governança política baseado na interação humano-computador e técnicas de aprendizado de máquina em que os cidadãos devem ser governados como co-produtores de serviços personalizados interagindo com os algoritmos de software de banco de dados.&lt;br /&gt;

Infelizmente, os mecanismos de governança de muitas dessas tecnologias são mal compreendidos, levando à premissa comum de que tais tecnologias são &amp;quot;neutras&amp;quot; (BREY, 2005; WINNER, 1980), obscurecendo consequências normativas e relacionadas ao poder de seu design (BAUMAN et al, 2014; DENARDIS, 2012). A fim de descompactar tecnologias supostamente neutras, o trabalho a seguir tentará e colocará em primeiro plano duas das principais questões sobre as tecnologias usadas na Internet global: 1) como os regimes de conteúdo regulatório são governados e 2) como os algoritmos embutidos no software são governados? Avanços recentes em economia matemática, teoria dos jogos, teoria da probabilidade e estatística sugerem que uma revolução algorítmica nas ciências sociais está em formação. O artigo traça as origens do surgimento dessa “revolução” e sugere, por meio de exemplos em economia matemática, teoria dos jogos e fundamentos da estatística, onde estão os elementos comuns e como podem ser novas fronteiras de pesquisa e visões. Essencialmente, a conclusão é que as ciências sociais algorítmicas são influenciadas por uma base nos Problemas de Decisão Diofantina (Diophantine Decision Problems) como sua estrutura paradigmática.&lt;br /&gt;

Se levarmos a sério as ideias de Heidegger sobre o Welt-Bild como uma metáfora para a era moderna, a reconfiguração algorítmica das relações sujeito-objeto neste regime visual emergente oferece potencialmente conhecimentos através do qual podemos refletir sobre a era atual - e uma alternativa metafórica. Este artigo usa dois pontos de entrada para explorar essa possível reconfiguração e, com ela, a questão do valor. Aplicativos que podem ser baixados, como o Photosynth, agregam fotos com localização marcada, pontos de vista instáveis e o reposicionamento do objeto-objeto - todos os elementos que desafiam fundamentalmente normas representacionais ocidentais dominantes na era moderna. Nesse novo regime, os referentes espaciais de maior valor são pontos de singularidade buscados e construídos por algoritmos do programa - e não aqueles percebidos pelo espectador. O espectador é, por sua vez, livre para explorar um espaço de imagem extenso e dinâmico sem restrições (e, de fato, sem acesso a) uma posição de visualização autorizada ou &amp;quot;correta&amp;quot;. Um segundo caso, construído sobre certas aplicações de realidade aumentada, funciona através do &amp;quot;reconhecimento&amp;quot; de espaços particulares e, através do uso de telas de visualização aprimoradas por computador, sobrepondo novas imagens ao espaço real. Nesse caso, um sistema de anotação espacial virtual depende do posicionamento &amp;quot;correto&amp;quot; do visualizador (e do dispositivo de computação portátil) no mundo. &lt;div&gt;Segundo Ernst Cassirer, a transição do conceito de substância para o de função matemática como um guia de conhecimento coincidiu com o fim da antiga e o começo do pensamento teórico moderno. Na primeira parte deste artigo discutimos que uma transição semelhante também ocorreu na esfera prática, onde a função matemática ocorre em uma de suas formas específicas, que é a do conceito de algoritmo. Na segunda parte, argumentamos que, com o surgimento da modernidade, a ideia de substância e os conceitos relacionados de categoria e classificação, profundamente enraizados na cultura ocidental, não foram totalmente suplantados pelo da função. O entrelaçamento dos conceitos de substância e função gerou híbridos contraditórios. Esses híbridos são utilizados como chave para a compreensão das diferentes repercussões da lógica algorítmica na sociedade em termos de integração social.&lt;/div&gt;</summary>

Esta série de seminários, organizada pelo filósofo francês Bernard Stiegler, questiona a influência das tecnologias digitais no conhecimento do ponto de vista epistemológico e da maneira como alteram as disciplinas acadêmicas. O objetivo é abrir um debate sobre o status dessas tecnologias em sociedades contemporâneas e futuras, e trazer um debate internacional e contribuições em torno de estudos digitais. Durante este seminário, Bernard Stiegler discutiu com a filósofa jurídica belga Antoinette Rouvroy, baseada na Universidade de Namur, e que desenvolveu nos últimos anos uma nova linha de investigação em torno do que ela chamou de “governamentalidade algorítmica” de Thomas Berns.
